The Bank for International Settlements (BIS) stated that the current amount of funds that financial institutions hold are not enough to help banks stabilize while they should hold more capital as a way to be sure another credit meltdown will not take place.

Lately, finance ministers around the world have been stressing on forcing banks to apply stricter rules, while in December, the Basel Committee on Banking Supervision made new plans to enhanced the quantity and quality of capital next to making assets easier to sell that lenders hold to meet liquidity needed in the short term.
